OCR Opens Investigation Into Sweetwater County School District #1

Staff attorney Ernie Trakas explains the OCR investigation into Sweetwater County School District

OCR Opens Investigation Into Sweetwater County School District After CPRC Complaint

In May 2025, CPRC filed a formal request with the U.S. Department of Education’s Office for Civil Rights asking for a systemic investigation into Sweetwater County School District #1 in Wyoming. We documented multiple cases in which the district failed to properly investigate sexual harassment and assault, failed to notify parents, and retaliated against families who came forward.

In March 2026, OCR did just that when they opened an investigation into one of the cases we brought to their attention. Such a move constitutes a significant and meaningful step toward accountability.

What This Means

When OCR finds a school district out of compliance with Title IX, the district is usually required to enter into a Resolution Agreement. This typically includes:

  • Mandatory staff training
  • Policy changes
  • Long-term monitoring by the federal government (often lasting several years)

Our staff attorney, Ernie Trakas, explains the significance of this development in the video above.

Background

CPRC’s May 2025 systemic complaint detailed multiple families who reported serious failures by the district, including one tragic case involving a student who later died by suicide. The district has been accused of dismissing parental complaints and, in some cases, retaliating against those who spoke up.

The fact that OCR is now investigating one of the cases we brought to light shows that persistent advocacy can produce results. By shrewd, targeted action we can re-instill in our nation a broad respect for the rights of parents.

Next Steps

We will continue monitoring this situation and will push for a broader review of the district if warranted. Families who have experienced similar issues in Sweetwater County or other districts are encouraged to reach out to CPRC.
